Building and Permitting

Kemah seeks to provide its citizens and visitors with a beautiful, safe environment by ensuring compliance with state law, municipal ordinances, and building codes.
  
The goal of the Building Permit Process is to ensure that all developments, both residential and commercial, within the city meet applicable building and development codes. The basic permit process is outlined below.  Applicants should keep in mind that the process may vary slightly depending on the complexity of their requests.

Permit Process

  1. Design: Application Packet developed by design/engineering professional
  2. Submission: Completed Packet submitted to the City Building Department including requisite Plan Review Fees
  3. Review: The packet undergoes the following three review steps in order.  Note that changes developed in later steps could require the repeat of earlier steps.  Keep in mind that each request is unique.
    1. Civil Plan Review: Performed by the City of Kemah.
      If not approved, the applicant must revise and resubmit the plan set.
    2. Fire Marshall Review: Performed by the Fire Marshall for the City of Kemah.
      If not approved, the applicant must revise and resubmit the fire/life-safety plan set.
    3. Building Plan Review: Performed by Bureau Veritas for the City of Kemah.
      If not approved, the applicant must revise and resubmit the building plan set.
  4. Payment: Once all reviews are successfully passed, payment for the permit is required.
    1. Commercial: 2% of commercial valuation
    2. Residential:
      1. <$5,000 - Base fee of $25.00
      2. >$5,000 - 0.7% of project valuation
      3.  All projects started without a permit: 1.4% of project valuation
    3. All New Construction: $1000.00 assessment fee
  5. Issuance: Once payment is received, the permit is issued (subject to inspections, etc.) and construction can begin.

All applicable permits (building, mechanical, electrical, plumbing, etc.) must be obtained following this process.
